Former County Appraiser Arrested on Fraud Charges Reprinted with permission "Buster" Ross Vernor, the former chief appraiser for Val Verde County, Texas, currently calls a jail cell in Cameron County his home. Following his arrival at Harlingen International Airport, Vernor was arrested on charges of defrauding Val Verde County of approximately $200,000.
A grand jury in Del Rio indicted Vernor last week on two counts of theft by a public servant of over $100,000. This is a first-degree felony and Vernor could receive life in prison if found guilty of the theft. He allegedly inflated charges that he incurred on business and travel expenses by more than $200,000. Although he left his position with Val Verde County in 2001, he is currently employed with the Cameron County Appraisal office. "I know the community has been impatient with the length of time involved in this investigation, but this was a very complicated and detailed investigation," said Fred Hernandez, a district attorney involved in the investigation, in an interview with The San Antonio Express News.
